This event which will be organized in Singapore (Swissôtel The Stamford) on Wednesday and Thursday June 8 and 9, 2011.

Background Information

In 2007, the Nickel Institute launched the Nickel Consortia, in order to efficiently meet all its requirements under Europe’s chemicals policy Registration, Evaluation and Authorisation of CHemicals – REACH.

REACH is designed to ensure a high level of protection for human health and the environment, and the Consortia program is important because it has brought together all of the key players in the extensive supply chain of nickel and its compounds, providing them with an opportunity to cost-effectively work together to satisfy the expectations of the REACH regulation.

The Nickel Institute has worked diligently with industry and government stakeholders for several years to prepare for the arrival of REACH. The overall purpose of the Consortia is to provide a means for nickel manufacturers and importers to comply with REACH requirements, for example by data sharing and joint submission of the Registration dossiers. In 2010, a major step was achieved with the Registration of nickel metal and 12 other nickel substances and intermediates.

For the Nickel Industry, the registration phase is as a statement of commitment. We intend to do what is needed to provide users of nickel and nickel substances, as well as regulatory authorities, with the information they need to be assured that nickel and nickel compounds can continue to be used with unique properties that enhance processes, materials and products for the benefit of society.

At the same time, the information and data are available to provide regulatory authorities with a basis for review of the uses of the substance so that, from a risk management perspective, they can adjust the conditions for use of the substances to maximize protection of human health and the environment.

The Nickel Institute and the Nickel REACH Consortia also see registration of the substance dossiers as not the end as such, but rather, as a starting point. The dossiers are merely a “snapshot” based on current science, exposure data, and risk assessment and will need continuous updating. On the top of this, Registration is only the “R” of REACH and the other REACH phases have started or will start in the coming months.

REACH is not only a European matter. Of course, the implementation of the Regulation is mandatory to get access to the European market but REACH provides also an impressive database for other jurisdictions. This means that all the data generated under REACH could be used by other countries and there are already several agreements signed between ECHA and other regions in the world. Last but not least, similar legislations flourish in other countries such as US or China. This means that the experience gained in Europe in the past years and in the coming ones will be valuable in the future.
